Report - November 2024
Updated to include additional regional analysis and a summary of climate-related scenarios, the 2024 Scenario Library Highlights Report from ORX Scenarios provides an overview of data collected in this year's Scenario Library data cycle.
Each year, following the annual Scenario Library data cycle, we produce the Scenario Library Highlights Report to summarise the composition of the new Library. The report should be read alongside our Insights into Material Risks Report, available here. Together the two reports provide:
- A summary of the data in the library
- An analysis of the most impactful scenario types submitted
- An overview of how the library has evolved over the last twelve months
- An indication of likely future developments
Available to all ORX Scenarios subscribers, both reports provide an overview of the current and future operational risk scenario landscape.
They are developed using data and information shared by over 70 institutions and provide an overall picture of operational risk scenario portfolio trends, both globally and regionally, from a variety of categorisation perspectives, including ORX Level 1, ORX Level 2, Basel and ORX Scenario categories.

The Scenario Library is a comprehensive tool developed for scenario practitioners that provides access to over 1,200 quality scenarios developed by financial institutions worldwide. The library allows ORX Scenarios subscribers to assess and compare their scenarios and scenario portfolios against the industry.
Every year, each subscribing institution submits its most material scenarios through ORX’s secure Insight platform. Following rigorous quality assurance, a database of anonymised scenarios is then published, along with accompanying reports available to all subscribers to support analysis, review and benchmarking of their scenario data.
Following the 2024 annual data cycle, the ORX Scenario Library now contains 1288 scenarios submitted by 73 firms. The most common ORX Level 1 risk types against which these scenarios are mapped in the Library are:
- Information Security (including cyber) (189 scenarios)
- Conduct (186 scenarios)
- Transaction Processing and Execution (158 scenarios)
