ORX is launching Agora, a new data platform going live in November 2025, designed to support the future of operational and non-financial risk (ONFR) management. Aligned with our 2024 publication Our Strategic Vision for Operational and Non-financial Risk, Agora will offer a more intuitive experience and deliver the data, insights and flexibility our members and subscribers need to navigate a fast-evolving risk landscape.
Turning strategic vision into action with Agora
Our Executive Director, Luke Carrivick, explains how the development of Agora aligns with our strategic vision for operational and non-financial risk (ONFR), and how it will support the industry in a more digital, data-driven future.
What is Agora, and why are we launching it?
Like many of our members and subscribers, ORX has been on a journey of digital transformation in recent years. In November 2025, we will complete and launch our new data exchange platform, Agora, which will replace our current Insight system.
To deliver Agora, we partnered directly with Amazon Web Services (AWS) to bring secure, advanced technology that supports the services we provide to our members and subscribers. While Agora will deliver all the existing functionality of Insight - alongside a much-improved user experience - its true value lies in its potential for the future.
Agora has been designed with modularity and flexibility, recognising that the data, insights, and information ONFR professionals will need in 2030 may be very different to what is needed in 2025.
How are we modernising our data?
Alongside the new platform, we’re also modernising the information we provide. A key step in that process is introducing the ORX Reference Taxonomy into our loss data services.
Moving beyond the Basel event types, the taxonomy provides a contemporary view of risks and enables the integration of loss data across our broader suite of reference standards - including controls and risk indicators.

How does Agora align with ORX’s strategic vision for ONFR?
Our vision for the future of ONFR was captured in the 2024 ORX publication, Our Strategic Vision for Operational and Non-financial Risk. This outlined a pathway to success, with the creation of a "digital core" as a central element - our term for integrating data and technology to provide the digital capabilities required to match the pace and scale of digital business.
Agora is the technological foundation that will enable us to support our members and subscribers on this journey. Our plans for Agora align directly with this vision, providing the platform to deliver data and insights from the wider industry and ecosystem.
What will Agora help us deliver in the future?
There are four key areas where we believe Agora will support our members and subscribers in the coming years:
1. Richer insights
Enhanced data and cutting-edge technology will allow ORX to draw out deeper insights than ever before, incorporating our reference standards. Agora will also provide the foundation for launching new benchmarking and data services.
2. A broader “outside-in” perspective
As the scope of ONFR continues to widen, Agora will help us collect data from across the wider financial services ecosystem - providing a richer, more external view of risk across the industry and beyond.
3. Improved visibility of emerging risks
Agora will strengthen our horizon-scanning capabilities by enabling the aggregation of industry knowledge - helping identify emerging signals more quickly and accurately.
4. A single view of risk
With sophisticated reporting and data architecture, Agora will allow us to connect data across our services and standards to provide a more integrated view of risk.
What’s next?
Agora is due to go live in November 2025. While it will offer a more intuitive and user-friendly experience from the start, its real strength lies in how it’s been built - with the future in mind.
It’s the first step toward enabling the digital capabilities needed to manage ONFR confidently and dynamically. We know achieving this vision will require collaboration, innovation, and effort - but we’re confident that Agora places us in a strong position to deliver lasting value to our members and subscribers.
