Benchmark your controls. Learn from peers. Help shape the future service.

In 2027, we're piloting a new member-led initiative designed to help organisations understand how their controls compare with relevant peers, identify vulnerabilities and blind spots and make more informed control decisions.

More than 30 financial institutions have already contributed to developing the pilot. We're now inviting organisations to join the next phase to help advance our work in the controls space. By taking part, you'll be able to start benchmarking controls against peers, learn from experienced control practitioners and contribute to industry research and standards.

Why participate?

Control environments are becoming increasingly complex, while expectations around effectiveness, evidence and efficiency continue to grow. Through this pilot, we'll help you:

Understand how your controls compare

Gain objective insight into how your controls align with peers and wider industry practice.

Identify gaps and opportunities

Discover vulnerabilities, blind spots, duplication and opportunities for improvement.

Learn from experienced practitioners

Exchange experiences and approaches with senior peers facing similar control challenges.

Support effective decision making

Generate evidence to inform control investment, automation and remediation priorities.

What will participants gain?

The pilot is designed to help organisations answer questions around control benchmarking, effectiveness and decision making.

Control benchmarking

  • How do our controls compare with peers?
  • Are there areas where we appear over- or under-controlled?
  • Which controls are common industry practice?
  • Which controls appear unique to our organisation?

Control effectiveness

  • Where might vulnerabilities or blind spots exist?
  • Which risks appear to be most effectively controlled?
  • What does good practice look like across the industry?
  • How can we better demonstrate control effectiveness to stakeholders and regulators?

Control decision making

  • Where should we focus investment and remediation activity?
  • Which controls could be rationalised, enhanced or automated?

What does the pilot include?

Multi Document_Cyan (1)

Peer benchmarking

Secure benchmarking of an agreed subset of controls, providing comparative industry insight across areas such as control design, effectiveness, automation and control density.

People_Cyan-1

Community & collaboration

Senior practitioner-led discussions focused on common challenges, emerging practices and lessons learned.

Microscope_Cyan

Research & insight

Industry analysis exploring control-related themes, trends and good practice.

Building towards controls intelligence

Benchmarking is only the start of our ambition.

Longer term, we want to develop a broader controls intelligence capability that helps organisations understand not only how they compare with peers, but where action is most likely to improve control outcomes.

By connecting controls with broader industry insight, we aim to help organisations make more informed decisions about where to focus attention, remediation activity and investment. The 2027 pilot will help us test and shape these early controls intelligence use cases with participating organisations.

Help shape the future of this service

The Control Service Pilot is being developed with the industry, for the industry. Join us for the opportunity to:

  • Sit on the Advisory Panel
  • Help shape benchmarking methodology
  • Influence reporting and outputs
  • Contribute to future controls intelligence capabilities
  • Guide the evolution of the future service

FAQs

What is the Control Service Pilot?

A member-led initiative exploring how controls benchmarking, peer collaboration, industry research and controls intelligence can help organisations better understand and improve their control environments.

How much does it cost to join the pilot?
The pilot participation fee for 2027 will be £5,000 per organisation. Organisations that join the 2027 pilot will benefit from a phased discounted pricing pathway, recognising their early participation as the service evolves and additional functionality and value are introduced.
Who should participate?

The pilot is expected to be most relevant for senior practitioners responsible for controls, operational risk frameworks, non-financial risk management, control testing, assurance and control effectiveness.

Is this only a benchmarking exercise?

No. Benchmarking forms the foundation of the pilot, but participants will also benefit from peer collaboration, research and the development of emerging controls intelligence capabilities.

What data will participants need to provide?

The pilot is expected to focus on an agreed subset of controls rather than requiring submission of an entire control inventory. Scope and methodology will be developed with participating organisations and the Advisory Panel.

How much effort is involved?

The initial benchmarking scope is intentionally focused, avoiding the need to submit complete control inventories.

The goal is to provide meaningful insight with a proportionate level of effort. Participating organisations will be expected to engage in approximately monthly meetings to help shape the service, with greater involvement leading to greater value.

What is controls intelligence?

Controls intelligence is the longer-term vision for connecting controls data with broader industry insight, helping organisations better understand vulnerabilities, emerging risks and opportunities to improve controls effectiveness.

How can organisations influence the service?

Pilot participants and Advisory Panel members will help shape the methodology, outputs, reporting and future development of the service.
