Benchmark - Sept 2025

ORX has provided a capital benchmark report to its banking members since 2010, allowing banks to compare their operational risk capital to their peers. 


The capital benchmark provides a comprehensive insight into capital levels. Looking at both the global and regional level, it contains a detailed comparative analysis about the capital held in the banking industry. 

Forty-six of our members took part in the 2025 benchmark. The full reports have been shared with participants through our secure Insight system. Please see below for a summary of the 2025 findings.


We’re aiming to continue updating the Capital Benchmark exercise to reflect the shifting landscape and emerging regional differences: 
  • As part of this, we may look to re-assess the data collected via the exercise, in the future aiming to focus efforts on benchmarking the data points that are of most use to participants. To enable this, we would encourage participants to share any feedback around their usage of this benchmark study and which areas it would be useful for us to continue to benchmark with its membership.
  • We’re aware that a growing number of participants take part in the exercise from jurisdictions that do not consider the ILM, and therefore elements of Part 1 of the exercise (focusing on regulatory capital) may be of less relevance. ORX can explore how to adapt this part of the exercise for such firms. This may include regional variations of the report or adaptations of the current template used to collect data.
